The Offical Journal is a daily record issued by the EU (European Union) and it is what makes a legal act binding. The Official Journal, in terms of CE marking, is used for publishing lists of harmonised standards. If a standard is not published in the latest OJ record for a directive, that standard is not a harmonised standard.
